Republican Tennessee Governor Bill Lee said he was excited by the tunnel. 'They could have taken their next underground loop anywhere, but they saw something unique about Tennessee.'
The project has yet to receive approval from the Metro Nashville Council or the mayor's office, and local leaders aren't so sure.
