"It's a big culture shift for NYPD, pointing to the 3,662 criminal summonses issued by NYPD officers last year. It should have necessitated widespread education within the department to make sure that officers are aware of the laws that have changed and how that would affect their work - so street vendors, our city's smallest business owners, do not have to suffer the consequences."
"The new law does not entirely prohibit the issuance of criminal court summonses for unlicensed general vending. Repeat offenders could also still be subject to criminal summonses, though it was unclear which section of the law the spokesperson was referring to."
NYPD officers issued at least seven criminal summonses to street vendors in Manhattan and Brooklyn since a new law took effect, which was meant to eliminate such charges. This suggests that officers have not been adequately trained on the new law. The Street Vendor Project reported that these summonses were for violations that should now be civil. The NYPD acknowledged ongoing training but noted that the new law does not completely eliminate criminal summonses for unlicensed vending, particularly for repeat offenders.
