The MTA filed a lawsuit in U.S. Federal Court of Claims against the Trump administration for withholding $3.4 billion in federal funding for the Second Avenue subway expansion project into East Harlem. The White House Budget Director announced the funding freeze in October, citing the need to review the MTA's minority- and women-owned business contracting practices. Although MTA officials confirmed compliance with the review, the funding remained withheld. The $7.7 billion project aims to extend the Q line with three new stations, ending at 125th Street. The funding freeze has prevented the MTA from awarding new tunneling contracts and threatens project completion. Governor Hochul stated the administration's actions have put the entire project at risk.
