A traffic stop on I-95 in Rye led to the arrest of 37-year-old Leopoldo Lima Flores for driving while intoxicated. He showed signs of intoxication and failed sobriety tests. With two children under 16 in the SUV, he was charged with DWI and aggravated DWI under Leandra's Law. Flores was processed and released to his wife, with the children placed in her care. Leandra's Law makes DWI a felony when a child is present and increases penalties for serious injuries or fatalities involving child passengers.
