EU devs have to either eat the extra costs or pass them down to consumers, adds Burrus."
The 9th Circuit ordered Apple to stop charging developers for payments handled outside the App Store, prompting EU developers to demand similar treatment and EU intervention. Apple paid a €500 million fine and introduced a two-tier system that applies a 5% commission (or higher) to payments made outside the App Store in the EU.
