Seth Worden, a former train station manager, was sentenced for his role in embezzling public funds while aiding a former Caltrain executive to build apartments in train stations. He received a year of probation and two months in jail, along with restitution of over $8,000. Worden's actions involved a scheme from 2019 to 2020 where he facilitated unauthorized renovations for private living spaces at railway stations, leading to a significant misuse of public taxpayer money. His plea deal required him to testify against his co-conspirator, Joseph Vincent Navarro, who faced a potential four-year prison sentence.
Worden hired contractor James Cooney for Navarro to remodel an unused office in the historic Burlingame train station to add a kitchen, shower, heating, plumbing and security camera.
Around $50,000 of Caltrain's money, which taxpayers and train tickets fund, was spent on the two projects - $8,000 for the Milbrae 'renovations' and $42,000 for Burlingame.
