Two former Caltrain employees, Seth Andrew Worden and Joseph Vincent Navarro, were sentenced this week for embezzling public funds used to covert portions of railway stations into private apartments. Their scheme began in 2019 at the Burlingame station, where Navarro created a residence. Worden assisted by hiring contractors while keeping costs manageable to bypass oversight. The illicit renovations totaled $50,000. They were caught in 2020 and subsequently sentenced to six months in jail combined, along with restitution requirements and probation.
The little homes they built remain intact as they constructed them. The work was well done," said Steve Wagstaffe, highlighting the surprisingly quality of the renovations.
Navarro was using the Burlingame station apartment as his primary residence until he was caught in 2022, illustrating the extent of the embezzlement scheme.
