Joseph Navarro, a former Caltrain executive, was convicted of embezzling $42,000 to construct a lavish apartment inside Burlingame train station. Partnering with Seth Worden, former station manager, they disguised this significant personal expense as necessary renovations. Their scheme lasted from 2019-2021 and remained undetected until 2022, when an anonymous tip alerted officials. Navarro's defense argued the statute of limitations had expired, but a jury held firm on their charges. Worden has since pleaded no contest and is set to testify against Navarro.
The misuse of public funds for private use is a violation of the law, Caltrain policy and the public's trust," Executive Director Michelle Bouchard said after the arraignments.
