President Volodymyr Zelenskyy stated that Ukraine has no legal or moral right to cede territory to Russia under Ukrainian law, the constitution, or international law, and insisted Ukraine will not give up territory. He reported that a U.S. draft peace proposal was narrowed from 28 to 20 points and that overtly anti‑Ukrainian items were removed, while acknowledging unresolved, complex territorial issues. Zelenskyy briefed UK, French, and German leaders on contacts with the United States and existing proposals. Leaders stressed coordinated work on a peace framework, security guarantees, postwar recovery, and resilience efforts during further meetings in Brussels.
