The White House initially proposed a 28-point plan that alarmed Ukrainian officials and prompted a 19-point Ukrainian plan, leaving key issues such as parts of Donbas, NATO aspirations, and potential caps on Kyiv's forces unresolved. US envoy Steve Witkoff was scheduled to meet Vladimir Putin on December 2.
