The statement noted that not a single Ukrainian power plant is undamaged by Russian strikes. It insisted that robust security-guarantee deals with the United States and European partners should precede any agreement to end the war. Trilateral talks involving Russia and the United States were expected soon, but Moscow showed limited signs of compromise.
