While the customs duty eliminates a competitive advantage that the e-commerce operators currently enjoy, the handling fee is meant to compensate for the increasing costs that customs authorities incur for supervising the very significant flow of parcels, a Commission statement says."
EU finance ministers decided to impose a 3 customs duty per item on parcels valued less than 150 arriving from third countries, effective July 2026. The duty will apply to goods sold by non-EU sellers registered in the IOSS, covering about 93% of e-commerce flows to the EU. The measure will be temporary until 2028, when the small-parcel customs duty exemption will be permanently removed and all imports charged regular tariff rates. Rising low-value imports—an estimated 4.6 billion shipments in 2024, about 91% from China—prompted the change. A separate proposed handling fee aims to cover customs supervision costs from late 2026.
