Daniel Patrick Driscoll, US Army Secretary, is expected to become the next US special envoy to Ukraine as General Keith Kellogg steps down in early 2026. Driscoll returned to Kyiv to negotiate a US-proposed peace plan that includes contested issues such as territorial concessions and permanent NATO exclusion.
