Traditional UN-style peacekeeping appears mismatched to Ukrainian and European aims because participating states are not neutral, favoring an overtly pro-Ukraine stance. Peacekeepers' use of force is limited by mandates, and observer missions would likely require thousands of lightly armed personnel.
