President Volodymyr Zelenskyy said Kyiv is counting on the resumption of POW exchanges with Russia and that many meetings, negotiations and calls are underway to achieve this. Security chief Rustem Umerov held consultations mediated by Turkey and the United Arab Emirates and said the parties agreed to return to the Istanbul agreements covering the release of 1,200 Ukrainians. The Istanbul agreements, brokered by Turkey in 2022, provide guidelines for large-scale coordinated swaps. Moscow and Kyiv have exchanged thousands of prisoners since then, though swaps have been sporadic. There was no immediate comment from Moscow.
