The Ukrainian Paralympic team will boycott the Milan-Cortina opening ceremony in protest of the International Paralympic Committee granting a small number of wildcard (bipartite) slots to athletes from Russia and Belarus to compete under their national flags. The IPC decision contrasts with the IOC requirement that limited Russian and Belarusian participants at the main Winter Olympics compete under a neutral flag. Russia and Belarus had been banned from the 2022 Paralympics following the full-scale invasion of Ukraine. Ukraine's Sports Minister called the decision outrageous and accused those countries of turning sport into a tool of war. Kyiv's athletes will not pursue a full Paralympics boycott.
