Oulu, a port city in northern Finland just over 100 miles from the Arctic Circle, will be European Capital of Culture in 2026 alongside Trenčín. The European Capital of Culture project, running since 1985, now supports regeneration and attention to lesser-known regions. Oulu plans more than 3,000 events, from art exhibitions to food festivals, to strengthen local cultural life and retain young people. The year will open with a festival from 16 to 18 January and include events such as the Frozen People electronic music festival on 28 February. Oulu boasts very clean air and distinct four seasons, with mild summers and dark, cold winters.
