Two suspects, Terri Maciel, 47, and Ruben Maciel, 34, both from San Jose, were arrested. A search warrant executed on January 16 uncovered mail addressed to over 1,000 residences across Mountain View and surrounding municipalities. Additionally, investigators discovered tools and equipment used to manufacture fraudulent identification cards at the location.
