South London homeowner fined 150 for putting rubbish out four hours early

Leon Wright received a fixed penalty notice from Richmond Council upon returning from his honeymoon, which he claims is unjust. He placed his rubbish bags outside at 3:25pm before leaving for a flight, which is four-and-a-half hours prior to the collection time set by the council. Mr. Wright asserts he was following the proper guidelines, as his rubbish was not obstructive and believes the penalty is an unnecessary cash grab, contrary to government advice stating that penalties should not apply for bags placed out slightly in advance of collection.
"Leon found the letter when he returned from his honeymoon. He only put it out a few hours before G and his waste was not obstructing the walkway, leading him to believe it was an unfair penalty."
