There is a real risk of war between the UK and Russia. The UK is not spending enough on defence and delays in getting allocated money into the defence industry are undermining preparedness. Policies and funding commitments are shifting, but procurement and industry delivery are lagging. Russia has threatened that British and French soldiers deployed to Ukraine would be legitimate combat targets. Plans for military hubs in Ukraine and proposals to send British troops raise the possibility of escalation. The UK currently lacks necessary capabilities for some operations and must accelerate investment and capability development to deter aggression.
