Prosecutor-General Giorgi Gvarakidze opened criminal cases on November 6 against eight leading opposition figures, charging them with sabotage, aiding activities hostile to the state, and calls to overthrow the government. The charged individuals include Elene Khoshtaria, Zurab Japaridze, Giorgi Vashadze, Nika Gvaramia, Nika Melia, Mamuka Khazaradze, Badri Japaridze, and Mikheil Saakashvili, and face up to 15 years in prison. Most are already jailed on other charges except Khazaradze and Badri Japaridze. The ruling Georgian Dream party said it will ask the Constitutional Court to dissolve three opposition groups as "a real threat to the constitutional order." EU Enlargement Commissioner Marta Kos described Georgia as a candidate "in name only" because of "serious democratic backsliding." Saakashvili faces an additional Article 317 charge for incitement to unlawful action, punishable by up to three years.
