Putin claimed multiple frontline towns had been seized or partially held by Russian forces, including Siversk, Vovchansk, Lyman, Kostiantynivka and Hulyaipole. Analysts and the Institute for the Study of War reported satellite and open-source evidence that contradicts those claims, finding limited Russian presence in targeted towns. ISW estimated 7.3% of Hulyaipole and 2.9% of Lyman under Russian presence and no more than 5% of Kostiantynivka. Milbloggers reported slightly higher, but still limited, gains. The Kremlin also claimed control of Kupiansk and Pokrovsk while ISW and Ukrainian commanders reported far smaller Russian holdings and some Ukrainian recaptures. Russian commander Gerasimov claimed 6,300 sq km seized in his year-end report.
