Sergei Karaganov, honorary chairman of the Russian Council on Foreign and Defence Policy, urged Vladimir Putin to consider using nuclear weapons in Europe and warned that refusing to do so would be a greater sin. He asserted that nuclear strikes could prevent a prolonged, attritional war with Europe and might avert a larger thermonuclear conflict between Washington and Moscow. Karaganov called for threatening European countries and said the main objective is to "break the back of Europe" to weaken European elites so other forces can rise. He rejected the idea that nuclear war cannot be won.
