Major Russian drone and missile strikes wounded at least 20 people in Kyiv, damaged residential buildings and triggered widespread blackouts across swaths of Ukraine. DTEK reported that main restoration work returned power to over 800,000 Kyiv residents, though some localized outages persisted. Russia said the strikes targeted energy facilities supplying Ukraine's military and used Kinzhal hypersonic missiles and strike drones. Ukraine described the attack as one of the largest concentrated strikes on energy infrastructure, noting repeated attempts each year to cripple the grid before winter. Leaders called for strengthened air defenses, tighter sanctions and use of frozen Russian assets for recovery and defense.
