CORTINA D'AMPEZZO, Italy — Ukrainian skeleton athlete Vladyslav Heraskevych will be allowed to wear a black armband at the Milan Cortina Games, but he will not be permitted to compete wearing a personalized helmet painted to commemorate Ukrainian athletes killed in the war with Russia. The IOC framed the decision as a compromise and said Heraskevych may express himself in press conferences and other non-competition settings. Heraskevych wore the tribute helmet during a training run, suggesting an appeal. The IOC cited Rule 50 of the Olympic Charter, which bans demonstrations or political, religious or racial propaganda at Olympic venues.
