The Russian leadership seeks to restore imperial control by force, using staged negotiations to gain time and erode external support for Ukraine. Human rights and peace activists have at times taken up arms when faced with brutal aggression and absence of justice. Lasting peace requires stopping aggression, preventing operational pauses that enable renewed offensives, and holding perpetrators to account through judicial scrutiny, including examination of Russian actions in Ukraine and support for Assad's regime in Syria.
