Homelessness in July 2025 reached 16,058 people, an increase of 143 from June and 11% higher than July 2024. There are 5,014 children homeless across 2,343 families, equating to roughly 220 primary school classes. Many children returned to school after living in emergency homeless accommodation, intensifying stress. The forthcoming Government Housing and Homelessness Plan is expected in late September and must deliver a radical policy shift. Housing and homelessness are intrinsically linked but distinct; addressing homelessness often requires supports and services to help people settle and maintain tenancies. Urgent recommendations include reviewing HAP to match market rents and restoring Tenant-In-Situ funding.
