Russian forces launched a new massive attack on Kyiv and several regions, striking residential buildings and energy sites amid freezing temperatures. Kyiv suffered power, water, and heating outages, with 5,635 apartment buildings without heat and temperatures dropping to minus 15°C. Nearly 80 percent of affected buildings had only recently had heating restored. More than 335,000 Kyiv residents were left without electricity, according to DTEK. Russia has been accused of weaponizing weather by targeting electricity grids and power stations to cut heat and power. Russia said the strikes were in response to "Ukraine's terrorist attacks on civilian targets in Russia" and claimed targets included military industry, energy and transport infrastructure. The UN rights chief described the attacks as cruel and said targeting civilians and civilian infrastructure breaches the rules of warfare, while world leaders gathered in Davos.
