There are 394,128 learner drivers on Irish roads, an increase of 12,257 since March. Garda figures show 2,754 learner drivers received fixed charge notices in the first three months of 2025 for driving without a fully licensed accompanying driver. The largest learner cohort is aged 30–39 (96,130), with 410 recorded over 80. County counts with the highest numbers are Dublin (118,865), Cork (42,660) and Kildare (19,583). Significant criticism targets the Road Safety Authority over driver testing mismanagement, heavy public spending to clear a testing backlog, and a noted lack of confidence from many advocacy groups. Calls have been made for the Junior Transport Minister to address these concerns.
