Angela Merkel described pandemic-related strains on communication between Germany and Russia and outlined a June 2021 attempt to have the European Union talk directly to Vladimir Putin to stabilize a fragile ceasefire. Several countries, primarily the Baltic states and Poland, opposed the direct-contact approach because of concerns about a unified EU policy toward Russia. The June initiative did not succeed. Merkel's exit from office preceded the large-scale Russian attack on Ukraine in February 2022. Latvian and Estonian officials reacted angrily to any suggestion that the Baltics or Poland enabled the invasion.
