The coronavirus pandemic disrupted diplomatic communication, particularly between Germany and Russia, and complicated efforts to engage directly with Vladimir Putin. An attempt to open direct EU-Russia talks in June 2021 aimed to stabilize a fragile ceasefire in Ukraine but met opposition from several EU members, notably the Baltic states and Poland, and ultimately failed. The failure coincided with a change in German leadership in December 2021 and preceded renewed Russian aggression in February 2022. Claims blaming the Baltic states or Poland for obstructing diplomacy prompted strong rebuttals from Latvian and Estonian officials.
