Hungarian intelligence allegedly operated a covert network inside European Union institutions in Brussels for years. Insiders and EU officials provided accounts of recruitment attempts and contacts. A Hungarian diplomat at Hungary's permanent representation, identified as V., met a European Commission civil servant in Brussels parks between 2015 and 2017 and presented a document seeking formal recruitment as a secret agent for the Informacios Hivatal (IH), potentially with payment. The civil servant declined the offer, objecting to the recruitment method and its perceived misalignment with Hungary's interests. The European Commission voted to open an investigation into the spying allegations.
