Russia plans tax increases and spending cuts to confront a growing budget deficit driven largely by plunging oil revenues and the costs of the war in Ukraine. The draft 2026 budget is expected to be submitted on September 29 with main details already agreed. The government announced a VAT increase to 22% from 20%, reversing a previous pledge not to raise taxes before 2030. Nondefense and social spending cuts are expected while military spending remains protected. The budget deficit has risen to about 4.2 trillion rubles and may reach 5.7 trillion rubles by year-end.
