""Shadow fleets are essentially extremely old oil tankers that Russia are using to transport and sell oil, to essentially fund this devastating war that is still ongoing," she told RTÉ's Morning Ireland from the Munich Security Conference. "And what we have seen happen in other countries is they've acted as a deterrent. "So I'm not suggesting that we're going to board the ships to try and steer them into Irish ports or anywhere like that.""

And whether or not these ships are in breach of the specific laws that we are stopping them for or that we are boarding them for. There are environmental matters. There are other issues around whether a ship is flying a flag, whether it has the correct papers or otherwise.""
Existing law allows defence forces to act when there are concerns about vessels. The proposal targets Russian 'shadow fleets'—very old oil tankers used to transport and sell oil that funds the war. Measures aim to deter movements by questioning ships about destinations, activities and intentions; questioning has in some cases prompted ships to turn back. Plans stop short of boarding and steering ships into ports. Details will be fine-tuned with other colleagues. Legal, environmental, flag and documentation issues are central. The proposal includes acting as a deterrent and sharing information with other countries.
