US-based ISW said it had not found evidence of a complete Russian seizure. A senior NATO official said over 95% of the city was under Russian control but noted small pockets of Ukrainian resistance and that Ukraine had taken measures to blunt strategic impact. The Ukrainian military said it was repelling attacks, strengthening winter positions, and that the northern part along the railway remained under Kyiv's control as of December 3.
