German Chancellor Friedrich Merz urged Ukrainian President Volodymyr Zelenskyy to ensure that young Ukrainians in particular do not come to Germany in increasing numbers and said they are expected to serve in their homeland. Markus Söder and CDU officials called on the EU and the German government to pressure Kyiv to control and significantly reduce departures of young men fleeing the war. Kyiv allowed men aged 18 to 22 to leave in late August; weekly arrivals in that group rose from 19 in mid‑August to 1,400–1,800 by late October. More than 1.2 million Ukrainian refugees live in Germany. The SPD has not taken a clear position; SPD MP Ralf Stegner said the priority is to help end the war rather than focus on migration.
