EU heads of state and government met at an informal retreat in Alden Biesen Castle, Belgium to focus on reviving and streamlining Europe's economy and countering threats from China, Russia and the United States. French President Emmanuel Macron and German Chancellor Friedrich Merz emphasized shared urgency and areas of agreement on competitiveness. Merz advocated removing red tape, reducing business reporting requirements, lowering intra-EU trade barriers and pursuing more international free trade agreements. Macron supported pooled joint EU debt underwriting and opposed a recently-agreed EU trade deal with four Latin American countries following French farmers' protests. Significant policy differences remain and no unified plan has been finalized.
