The European Commission will suspend visa liberalization for Georgian diplomatic passport holders as new EU rules enter into force. Georgian citizens have enjoyed visa-free travel since 2017 for up to 90 days in any 180-day period. The report accuses Tbilisi of violating commitments, failing to protect fundamental rights including association, assembly, and expression, and not implementing prior recommendations. The report criticizes controversial laws on "transparency of foreign influence" and "family values and protection of minors." The commission warns that, given systemic backsliding, it will consider measures under the revised Visa Suspension Mechanism effective 30 December 2025, and may extend measures to the broader population if conditions do not improve.
