The European Union will stop issuing multiple-entry visas to Russian nationals and will require a new visa application for each trip. The measure aims to protect public policy and security in response to sabotage, drone disruptions and potential visa misuse. A limited set of exceptions will apply for dissidents, independent journalists and human rights defenders. Visa issuance to Russian nationals has fallen to around 500,000 from roughly 4 million in recent years. Freedom of movement for Russian diplomats and consular staff has been restricted, and from January 2026 those staff must register trips between EU member states at least 24 hours in advance.
