The designation is expected to be largely symbolic but aims to place the IRGC alongside groups like Al-Qaeda, Hamas and Islamic State. The IRGC, created after the 1979 revolution, serves as the ideological branch of Tehran's security forces and uses its Basij volunteer force to suppress dissent. France and Italy shifted to support the listing, despite earlier reservations about detained Europeans and diplomatic ties with Tehran.
