Two new interconnections across the Pyrenees linking France and Spain top a list of eight fast-tracked "energy highways", alongside a Portugal-to-Germany hydrogen corridor and Baltic electricity upgrades. Spain and Portugal have accused France of reluctance to build more links, a factor blamed for slow recovery after a major Iberian blackout. Greater interconnection will enable import/export flexibility, improved responses to energy shocks, diversification of supplies, and lower costs for businesses and households.
