Briefly

At least 21 people were killed and dozens more injured in overnight Russian strikes on Kyiv. The strikes damaged the EU delegation office in the city. Ursula von der Leyen urged Putin "to come to the negotiating table." Germany's Friedrich Merz condemned the attacks in "the strongest possible terms." The UK's Keir Starmer accused Putin of 'killing children and civilians, and sabotaging hopes of peace,' and France's Emmanuel Macron called the attacks "terror and barbarism." The US approved an $825 million arms sale to Ukraine including 3,350 ERAM missiles, GPS guidance kits, components and spare parts. ERAM missiles have ranges of about 240–400+ kilometers.
