The EU Commission signed off on a major trade deal with the Mercosur bloc and a separate deal with Mexico, both requiring further approval by EU member states. The Mercosur agreement would have Mercosur members progressively remove tariffs on 91% of EU imports, including cars, machinery and pharmaceuticals. In return, the five South American countries would gain easier access for agricultural goods to EU markets. Talks began in 1999 and stalled several times. The deals prompted opposition from EU farmers and environmental groups, and some member states, notably France, expressed reservations.
