RSA driver testers lack an employer-provided, effective insurance verification system for vehicles presented for driving tests. A December 9 memo indicates testers are not automatically covered by the State Claims Agency and would only be covered if they could prove RSA negligence. Management has acknowledged the legitimacy of tester concerns. The absence of reliable verification and indemnity protections leaves staff exposed and pressured to proceed with tests in unsafe circumstances. Fórsa seeks guaranteed indemnity arrangements and access to the National Insurance Database. Every vehicle presented for a driving test must be properly insured and fit for the road.
