EU ambassadors on December 10 adopted additional sanctions adding individuals and entities to the bloc's blacklist related to Russia's invasion of Ukraine. The measures concentrate on five people in the global oil trade to curb sales below the G7 price cap of $47.6 per barrel. The blacklist names Azerbaijani businessman Talat Safarov, CEO of UAE-based 2Rivers Group, accused of concealing the origin of Russian oil, including shipments from Rosneft. Pakistani businessman Murtaza Ali Lakhani is targeted for controlling vessels that practice irregular, high-risk shipping by switching off trackers and lacking insurance. The package also lists three Russian individuals and four companies, and will add 43 vessels to a shadow-fleet list barring servicing in EU ports.
