Dodik was sentenced to a year in prison and barred from politics for defying the High Representative and pursuing separatist policies that international overseers said undermined stability. Dodik repeatedly threatened secession and cultivated ties with Belgrade and Moscow. The 1995 Dayton Agreement created Republika Srpska and the Federation of Bosnia and Herzegovina, with the Brcko District as a buffer. The 1992–95 war caused about 100,000 deaths and mass displacement. Candidates include Sinisa Karan, backed by Dodik, and Branko Blanusa.
