President Volodymyr Zelensky asked his political party to prepare legislation to hold elections despite the war with Russia, contingent on security guarantees from the United States and Europe. Zelensky reversed his earlier position that voting was impossible under martial law and said elections could occur within 60 to 90 days with adequate protection. He publicly requested U.S. help to enable voting under attack and under rocket fire. Ukraine is drafting a 20-point peace plan and a separate document outlining security guarantees with the United States and Europe. Ukrainian law currently bars elections during martial law.
