The SBU said a presidential decree revoked Trukhanov's citizenship and noted dual nationality is prohibited under Ukrainian law. The SBU overturned a 2016 finding that could not prove Russian citizenship. Trukhanov contested the decision and vowed to fight at the European Court of Human Rights. The move followed Zelenskyy's meeting with security agencies about alleged Russian influence networks in administrative positions. Odesa is a major Black Sea port and frequent target of Russian air strikes.
