"Regarding this last point, creators have a structural dependence on a small number of unavoidable platforms (YouTube, TikTok, Instagram and to a certain extent, Twitch). Barriers to entry and to the expansion of competitors, as well as a certain degree of creator lock-in due to different formats, themes, cultures, forms of expertise and audiences reinforce this imbalance. This dependence gives platforms significant negotiating power, enabling them to unilaterally set financial terms and content visibility."
Opinion No. 26-A-02 (18 February 2026) addresses competition in France's online video content creation sector. The sector exceeded 150,000 professional creators by 2024 and integrates creators, talent agencies, advertisers, platforms and audiences. The Authority conducted a public consultation, a creators' survey and hearings with major platforms, an AI company, UMICC and prominent creators. The analysis focused on creator competition for audience attention and commercial partnerships, the effects of generative AI, and creator relationships with business partners, talent agencies and platforms. Creators show structural dependence on a few unavoidable platforms (YouTube, TikTok, Instagram, Twitch), reinforced by barriers to entry and creator lock-in. Platforms can unilaterally set financial terms and visibility. Seven recommendations were issued.
