Indiana officials confirmed the issue stemmed from a contractor's hacked account. Although the state is not aware of any direct breach of state systems, it is investigating the matter in conjunction with Granicus, the company responsible for the email service used. Granicus acknowledged the issue and clarified that its systems remain secure, while the Federal Trade Commission has noted an increase in similar toll scam messages nationwide.
